Eligibility Requirements


What land is eligible for Exchange Soil Offsets (XSOs)?

 

Continuous Conservation Tillage Projects

  • 5-year commitment to continuous Conservation Tillage (No-Till or Strip-Till) on enrolled acres

  • Projects can be backdated one year to allow credits for previous no-till crop (if applicable)

  • Land is not allowed to lie fallow for any year that it is in the program

  • Ripping/injecting processes are allowed

  • No more than 1/3 of the residue may be removed

  • No more than 1/3 of the surface may be disturbed

  • If the implement must be followed by a leveling or smoothing activity, it would not qualify

  • Approved Implement List: No-till drill, no-till and strip till planters, rolling harrows, low disturbance liquid manure injectors, anhydrous ammonia applicator, manure knife applicator, sub-soil ripper (at least 24-inch shank spacing), rotary harrow (Phoenix, Phillips)

  • Ineligible Implement List: Field cultivators, tandem disk, offset disk, chisel plow, moldboard plow

  • Double-cropping is allowed

  • Back to back soybeans are not allowed unless cover crop is used (Soybeans do not leave enough residue between crops)

Permanent Grass Cover Projects

  • Five-year commitment to keep land in grass with no soil interruption

  • Land must be converted to grass from another land-use (i.e. row-crops to pasture) since January 1, 1999

  • Projects can be backdated as far back as 2003 as long as proof conversion date can be provided (FSA-578)

  • Grazing and Hay-cutting are allowed (but not required)

  • CRP and CREP acres are allowed
